Description: This is the 15th annual report of the results of the Federal Transit Administration’s (FTA) Drug and Alcohol Testing
Program. This report summarizes the reporting requirements for calendar year 2009, the requirements of the overall
drug and alcohol testing program (49 CFR Part 40 and 49 CFR Part 655), the results from the data reported for 2009,
and the random drug and alcohol violation rates (the percentage of persons selected for a random test who produced a
positive specimen or refused to take the test) for calendar years 2003 through 2009.
This report provides a brief overview of the drug and alcohol testing requirements for both safety-sensitive employers
and employees. The official random rates for 2009 are provided, as well as the official random rate trends over the last
seven years. The results of alcohol and drug tests are provided by test type, employee category, and region. The
positive testing rates for drugs and alcohol are also provided for each test type, employee category, and region.
