Description: This document discusses the requirements an individual must fulfill to become a Substance Abuse Professional (SAP) as well as the functions a SAP must perform. Effective August 31, 2009, Direct Observation Collections are mandatory for all DOT Return-to-Duty and Follow-Up drug testing. This document has been updated to reflect these new requirements.
